External Cyber Capacity Building Courses

Training course for operational and political staff in EU Delegations who are working on the identification, formulation and implementation of cyber- and digitalisation-related actions.

Cyber capacity building has been increasingly recognised as a mechanism that can serve multiple policy objectives as part of the EU’s international cooperation toolbox. EU practitioners are called to design and implement CCB interventions and ensure coherence between CCB programming and the needs of partner countries with the EU’s strategic vision and policies for cyberspace. The 2018 Council Conclusions on the EU External Cyber Capacity Building Guidelines had underlined that external cyber capacity building efforts should:

 

  • Support cyber resilience building in partner countries that contributes to an improved global digital ecosystem.
  • Foster strategic alliances aimed at promoting the notion of a global, open, free, stable and secure cyberspace in line with the EU’s core values and principles, the rule of law, human rights, fundamental freedoms and democratic values.
  • Encourage the creation of formal and informal cooperation frameworks between partner countries and regions and the EU and its Member States.
  • Promote the EU’s development commitments and the implementation of the 2030 Agenda for Sustainable Development.

 

Objective

 

The objective of the course is to increase critical knowledge and understanding of key concepts, methods, tools and approaches to design and implement CCB programming. More specifically, after the course, the participants should:

  • Be aware of the key stakeholders of the global cyber ecosystem and those that are the main drivers of CCB;
  • Have an improved understanding of what objectives the CCB may and should pursue in line with EU policies and priorities;
  • Understand practical tools and guidance for formulating and conducting CCB actions and activities, as well as mainstreaming cyber issues in programmes with different objectives;

 

Training Format

 

This is a 3-day classroom training developed in modules that cover the concepts and methodology elaborated in the Operational Guidance for the EU’s International Cooperation on Cyber Capacity Building (OG) as well as the latest policy developments whose awareness is necessary designing, delivering or supporting CCB actions. The training takes place in English.

 

Training Audience

 

This course is addressed to programme managers in EU Delegations and headquarters who are not cyber specialists, but who are currently, or may in the future be, involved in the programming, identification, formulation and implementation of international cooperation actions with a cyber-specific or cyber-relevant focus. The policy officers in EEAS and Political Sections in the EUDs could also benefit from the course. There is no technical or other requirement for attending the course.
