Crisis response plan development

To develop new cyber crisis response and mitigation techniques and modern methods to foster expeditious and more efficient coordination among the responsible stakeholder

In order to protect the national critical infrastructure and citizens from cyber-attacks, governments need to improve the country’s cyber resilience. It is important to develop measures that can aid in the prevention and, if unavoidable, ensure an effective action to minimise the damage which may result from a major cyber crisis. To succeed, the governments need to work closely with all the stakeholders in private and public sector and develop a national cyber emergency response plan.

Objective

This document defines the terms and responsibilities of stakeholders, sets the risk assessment matrix, and agrees on notification and reporting principles. EU Cyber Capacity Building efforts can share and transfer best practices from Member States’ national cyber security authorities on how to ensure that a rapid and uniformed response capability is nationally available, and that the appropriate training/equipment and other human resources are developed. As a result, the competent national CS authority will be able to continually develop new cyber crisis response and mitigation techniques and modern methods to foster expeditious and more efficient coordination among the responsible stakeholders.
