EU CyberNet in Focus at the European Council Working Party on Terrorism

EU CyberNet attended a side-event of the European Council Working Party on Terrorism (International Aspects – COTER) in Brussels, Belgium on 13 March 2025.

A scenario-based event, focused on technologies and the fight against global threats bought together EU CyberNet and CT Tech+, AI-POL, SIRIUS and GLACY-e projects to promote EU perspective on electronic evidence, artificial intelligence, cybersecurity and cybercrime by showcasing relevant projects, including EU CyberNet.

In their interactive presentation, EU CyberNet’s training and services lead Lauri Aasmann and experts lead Cecilia Popa delivered a mini cyber exercise on the responses of cybersecurity to a cyber-attack that brought the fictitious port of Havenborough’s operations to a halt.

Key take-aways:

  • The most affected key-areas in a cyber-attack to a port are:
    • access control and surveillance systems;
    • personal data and;
    • logistics/operations systems.
  • The immediate response in any cyber-attack is to:
    • First: contain and isolate the incident by disconnecting infected systems, implementing an emergency firewall and suspend compromised employees accounts
    • Second: conduct a threat identification and analysis by conducting forensic investigation, coordinating with relevant authorities, analyse system logs and used malware in order to understand the motives of the hackers
    • Third: remove traces of malware and patch vulnerabilities, as well as recover systems from clean back-ups
  • Ports are global hubs for global trade, blending physical and digital worlds

Scenario-based exercise was followed by a project fair where the EUCN team presented past cyber capacity building (CCB) interventions on maritime security by showcasing successful EU CyberNet interventions such as the recent Workshop on Cybersecurity in Ports for the Andean Region or the last year’s Summer School on Maritime Cybersecurity.

The side-event was hosted by the Service for Foreign Policy Instruments of the European Commission.
