Takeaways from the EU-GCC Cyber Diplomacy 1.5 Dialogue

EU CyberNet, on the invite of EU Cyber Direct, attended the “EU-GCC Cyber Diplomacy 1.5 Dialogue: Advancing Cross-Regional Cyber Cooperation for Stability and Security” on 1-2 October 2025 in Riyadh, Saudi Arabia.

EU CyberNet contributed to session 4 on “Capacity Building – Bridging Gaps”. The session underlined that cyber capacity building efforts are essential to equip states and the wider multistakeholder community with the tools, expertise and frameworks needed to effectively address cyber threats. Both the European Union and the Gulf Cooperation Council (GCC) bring distinct strengths that can be leveraged to foster knowledge-sharing and ensure sustainable capacity-building. Discussions focused on mapping existing initiatives, identifying priority areas for collaboration and exploring how joint efforts can reinforce both regional and global cyber resilience.

Together with colleagues from the EU and GCC, our Experts Lead, Cecilia Popa, highlighted:

  • EU’s extensive journey in cyber capacity building (CCB), with currently investing in more than 30 cyber projects worldwide, advancing cybersecurity and reinforcing global partnerships;
  • that cyber capacity building extends beyond cybersecurity, driving economic growth, digital inclusion and trust in digital transformation;
  • that maximising synergies between initiatives is essential, with EU CyberNet playing a central role through the Stakeholder Communityin connecting efforts, sharing best practices as well as lessons learned and ensuring that capacity building remains strategic and sustainable;
  • that one of EU CyberNet’s key objectives is to foster a global community of excellence in cyberspace through its Expert Pool, investing in the human dimension as a cornerstone of future-proof CCB.

The event took place in the framework of the Global Cybersecurity Forum annual meeting. EU CyberNet extends its thanks to colleagues from EEAS, EU Cyber Direct and the Global Cybersecurity Forum for including us in this event of the EU-GCC dialogue.
