Strengthening Cyber Capacity: EU Diplomats to LAC Region Gathered for Training on Foundational Elements of Cyber Capacity Building

EU CyberNet and LAC4 welcomed the staff of the Delegations of the European Union and the Embassies of EU Member States to the countries of Latin America and the Caribbean this week in Santo Domingo, the Dominican Republic to equip them with knowledge of the evolving landscape of cyberspace, cybersecurity and methods to formulate, design and monitor cyber capacity building programming in the region for greater EU-LAC cyber coordination.

The course, driven by the ever-evolving cyber landscape and need to increase coherence and coordination among EU-led cyber capacity building initiatives in the LAC region, equipped participants with thorough understanding of cyber concepts, cyber policy, cyber capacity building and the role of European Union in leading cyber capacity building efforts.

Over the course of three days, participants from 8 delegations of European Union and the 3 missions of EU member states to the countries of Latin America and the Caribbean engaged in a comprehensive training programme with discussions, presentation and exercises structured around key thematic areas such as cyber capacity building, cyber policies, cyber frameworks and cyber diplomacy:

  • Analysed the international context of cyber capacity building and key trends shaping cyberspace governance, policy dilemmas and the role of international actors;
  • Discussed how to ensure the coherence of cybersecurity-related matters across policy areas;
  • Shared best practices for developing and designing policy-driven and value-oriented cyber capacity building frameworks;
  • Explored core elements of national strategies and methods for cybersecurity;
  • Discussed frameworks and means for cyber crisis prevention and management;
  • Discussed how to design actions in prevention and fight against cybercrime.
  • Explored key aspects around cyber awareness, particularly in education.
  • Examined cyber diplomacy and international cooperation.

In addition, participants discussed relevant case studies and engaged in hands-on exercise in assessing current cyber capacity building landscape, conducting policy analysis, stakeholder engagement and addressing challenges.
