Cyber Project Community Meeting Concluded in Brussels

EU CyberNet invited EU-funded cyber capacity building (CCB) projects and EU institutions for the annual Cyber Project Community Meeting in Brussels, Belgium on 28 November to coordinate EU external CCB building efforts, foster cooperation among projects and coherence with EU policies.

Cyber Project Community meeting explored several themes and topics that shape the future of cyber capacity building. The first session focused on establishing the perspective of the European Union: representatives of the Directorate-Generals of the European Commission and European External Action Service (EEAS) shared EU policy and programming updates and cyber policy developments and explained priorities in terms of funding and strategic approach.

Another session explored the future of external CCB in the light of different frameworks or conventions that shape the impact of EU-funded CCB projects as well as cybersecurity related approach in general. Participants also discussed synergies between different conventions and speakers presented the opportunities in advancing CCB efforts.

The second half of the meeting allowed participants to discuss in thematic groups how to ensure sustainability of capacity building efforts and how to strengthen synergies between EU-funded external CCB actions. Above all, participants highlighted the importance of partners: taking ownership, understanding the local needs, making activities easily adaptable and the ability to transfer knowledge successfully to ensure its lasting impact even after its end. Participants agreed that these points link directly to creating stronger synergies between different actions. Projects often rely on the same resources, which result in unnecessary competition. They noted that better coordination among project implementers and, for example, sharing expertise like the EU CyberNet Expert Pool can multiply the impact of external CCB.

Agenda featured speakers from EU CyberNet, other CCB project and implementers, European Commission Service for Foreign Policy Instruments (FPI), European External Action Service (EEAS), European Commission Directorate-General for International Partnerships (DG INTPA), European Commission Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST), European Commission Directorate-General for Middle East, North Africa and the Gulf (DG MENA), Council of Europe, e-Governance Academy, European Union Agency for Law Enforcement Training (CEPOL) and ESIWA+.
