Discussion, led by Liina Areng (EU CyberNet Director) and Veronika Netolická (Cyber Attaché for the Info-Pacific of the National Cyber and Information Security Agency of the Czech Republic) explored how countries can strengthen their cyber resilience through a whole-of-society approach with comparative examples from the Czech Republic, Estonia, the European Union and the Pacific region:

• Cybersecurity is a continuous process not a destination: cyber strategies and regulation must evolve with cyber space, technological advancements and threats.
• Regulations are best developed through implementation and in close cooperation cyber actors as regulations must be practically applicable, adaptable and facilitate continuous dialogue with its subjects.
• The challenge with cybersecurity is that success is often invisible.  Practical exercises and simulations are among the most effective ways to build awareness, demonstrate interdependencies and strengthen leadership engagement before a real crisis occurs.
• There is no one-size-fits-all model. Learning from each other, every country needs to understand what is truly critical for its own society and how cybersecurity should be addressed in its national context. Effective resilience is built around local realities, priorities and capacities.
