Welcome to Stakeholder Community!

How to join and what to expect after joining? Read more to find out everything you need to know about EU CyberNet online platform CynAct.

About the EU CyberNet technical platform CynAct

The EU CyberNet network connects the cybersecurity experts, the competent organisations and the EU’s ongoing and future efforts in cyber capacity building. We aim to improve coordination between all parties and thus achieve a better overview of the EU-wide expertise. This also means better use of the valuable human resource and know-how that forms a critical building block of the Union’s daily cybersecurity.

The core of our network is an online platform, through which experts in our community can join for various cybersecurity missions, meetings, conferences and exercises.

Stakeholders in our network:

  1. find suitable cyber experts for concrete needs and profiles through Calls for Action
  2. build up a community both online and offline to interact at EU CyberNet meetings and establish new professional relationships
  3. collaborate within the EU and share information regarding external cyber capacity building

Using our platform CynAct

How to join?

  1. After you have shown interest in joining EU CyberNet network and filled out the form (can be found from here), we will verify your request and once your organisation has signed the Letter of Intent (LOI), we will create a profile for your organisation and send to your Point of Contact (POC) a personal link to fill your stakeholder profile.
  2. After we have reviewed and accepted your profile, you are ready to explore CynAct, add Call for Action (CFA) and choose suitable experts.

See the video tutorial for using CynAct for stakeholders:

Accessing CynAct

To ensure security, the EU CyberNet platform uses passwordless log-in process. To access your account, please go to eucybernet.eu and click ”Login” at the top of the page. Choose your role as Stakeholder and insert your email, where you will receive a one-time secure link to access the EU CyberNet online platform. The link is accessible only once and expires after 3 hours. Once you log out or the link expires, you can just repeat the process and ask for a new link.

After logging in, you will see your personal dashboard. You can create a new Call for Action (CFA), see all that have been listed by the Stakeholder Community or EU CyberNet, review or update your organisation’s and the Points of Contact profiles and suggest experts from your organisation to join the Expert Pool.

Call for Action (CFA)

You can list Calls for Action, which experts in our network can see and show interest in. Calls for Action can be different in nature, such as but not limited to an invitation or a speaking opportunity at a conference, a training or advising mission, etc.

See the introductory video about Calls for Action:

Adding a new CFA is a 3-step process:

  1. Choose which competencies you are looking for to fulfill this action. You can choose up to 3 skillsets from our predefined selection and you can further narrow it down with selecting specific keywords. You can also choose up to 3 general skills and up to 3 required languages. It is vital to get this part right, this allows you to find the best matches.
  2. See the number of potential experts matching your criterial
  3. Add basic information, such as the name of the action, location, date, description
  4. Add contact information, e.g for experts to contact

If you need more that one profile or more skillsets for a CFA, simply create another one! We ask you to fill the form in one go, the EU CyberNet team will review it and if necessary will help you fix any pending issues. Once the Call is approved, it will be visible to others on the platform. You will be able to make changes and resubmit it for approval again at later stage.

Choosing experts to your CFA

After you have successfully published a CFA, all experts within our network can start showing interest in it. You can see all interested experts and either accept, shortlist or decline them.

Based on the best match algorithm you can invite the most suitable expert to apply for your call.

All communication between you and the experts, who have shown interest, is done outside of the EU CyberNet platform and we kindly ask you to inform the experts of your decision, even after rejecting them.

Editing CFA

To edit your CFA, you must first wait until it has been approved by our admin. After that, you can edit it and send it for reviewing again. Each change you save and submit is reviewed by our admins. The review process may take up to 5 working days.

Deleting CFA

You cannot delete CFAs yourself through the platform. If you want to delete your CFA, please write to our admin with specifics – add the name of CFA and reason for deleting. After that, our admins can delete it from the system. We expect you to inform all experts, who have shown interest in your CFA, about this change.

Viewing CFA

You can see all CFAs that are listed by other stakeholders on our platform. For that, please select ’’All calls for action’’. You can use filters to find them. Experts who have shown interest in a specific CFA are only visible to the stakeholder, who listed the call. You can contact the stakeholder who posted the CFA for further information.

All the CFAs you have started drafting can be found under “My Drafts” in case you want to continue editing them.

Keeping your profile up-to-date

After logging in, you can update your organisation’s general information (such as email, address, name, phone, etc.) and manage notifications. You can add up to 3 Point(s) of Contact and edit their contact details, who are going to represent your organisation in the EU CyberNet network.

Addition to the 3 Point(s) of Contact, you can also list CFA Contact Persons, who are not members of the EU CyberNet Network but can manage only CFAs.

You can also suggest your organisations’ experts to join the Expert Pool.

To ensure the security and transparency, all changes made are reviewed by the EU CyberNet Team within 5 working days. When your edits are in review, you cannot make additional updates to your profile until the EU CyberNet Team has accepted or rejected your changes.
