Description

HIPPA is an EU-funded pilot initiative that conducts a needs and feasibility study to inform possible Indo-Pacific-wide mechanisms for coordination and cooperation in addressing hybrid threats. The overall objective of the initiative is to strengthen the understanding of and inter-regional cooperation in addressing hybrid threats between the EU and key Indo-Pacific partners (government, non-government, and industry) while promoting relevant EU policies and approaches to this topic.  This is done through (1) mapping of stakeholders, issues and gaps in assessing and addressing hybrid threats in the Indo-Pacific, covering topics of grey-zone military intimidation and sabotage, foreign interference, cyber and digital operations, critical and strategic infrastructure protection, disinformation and election manipulation, and politically motivated violence; (2) stakeholder consultations, expert-level exchanges, workshops and roundtable conversations, with sharing insights from the EU’s experience and lesson learned; and (3) recommendation for a future more permanent mechanism for cooperation and coordination in responding to hybrid threats.
