Workshop for Diplomats: Technology, Conflict and Diplomacy

EU Cyber Direct Initiative/European Union Institute for Security Studies, Cyber Policy Group, Ministry of Foreign Affairs of the Republic of Estonia, and EU CyberNet are organising workshop “Technology, Conflict and Diplomacy” on 27 March 2026 at United Nations Headquarters in New York, the United States of America.

This workshop is designed for diplomats engaging with issues at the intersection of technology, international security, and diplomacy. It will provide a practical and substantive opportunity to reflect on the evolution of the UN framework for responsible state behavior in cyberspace and to discuss key pillars of the current and future international cyber agenda, including cyber norms, confidence-building measures, international law, and capacity-building.

The program will bring together diplomats, practitioners, and experts for an exchange focused on strengthening understanding of these issues in view of ongoing and forthcoming multilateral discussions, including within the new UN Global Mechanism, and will also feature the introduction of the EU Cyber Direct’s Handbook for the Practice of Diplomacy.
