Tallinn Cyber Diplomacy Winter School 2026

EU CyberNet is supporting the 2026 Tallinn Cyber Diplomacy Winter School, organised by e-Governance Academy, by sponsoring the participation of selected alumni and contributing to this platform for cross-regional exchange.

Taking place from 2nd to 4th March 2026 in Bangkok, Thailand, the Winter School convenes diplomats, policymakers and cybersecurity practitioners from across the globe to strengthen cooperation in addressing current and emerging cybersecurity challenges.

Following the previous edition held in LAC4 Centre in Santo Domingo, the Dominican Republic and with the 2026 edition hosted in Asia, the program places particular emphasis on regional priorities, while fostering dialogue and peer learning among participants from different regions. Through expert-led sessions and focused discussions the Winter School aims to deepen professional networks and enhance practical cooperation in cyber diplomacy and cybersecurity capacity building. Participants explore concrete policy approaches, share regional perspectives and identify opportunities to align security, digital transformation and international cooperation efforts in an increasingly complex threat environment.

As part of EU CyberNet’s engagement, the Project Director Liina Areng will contribute to a dedicated sesson on strengthening whole-of-society approaches to cyber governance frameworks. Drawing on European experiences, she will share practical examples of institutional coordination and policies that enable effective public-private collaboration. The intervention will also highlight the role of trusted partnerships, structured information sharing and the inclusion of volunteer communities in national cyber defence ecosystems, demonstrating how inclusive models can enhance resilience while supporting innovation and economic development.

The Tallinn Cyber Diplomacy Winter School is organised by the e-Governance Academy in cooperation with the European Commission Directorate-General for International Partnerships (DG INTPA), the Ministry of Foreign Affairs of Estonia and the National Cyber Security Agency of Thailand. Together, the partners aim to promote EU values and advance a free, open, secure and resilient cyberspace through strengthened international cooperation and shared expertise.
