High-Level Cyber Resilience Regional Forum

EU CyberNet participates at the High-Level Cyber Resilience Regional Forum, taking place on 23 April 2026 in Bucharest, Romania.

EU CyberNet Experts Lead Cecilia Popa participates in a roundtable “D4D Cyber Resilience Facility Proposal” that seeks to shape the regional dialogue and advance concrete policy recommendations for the Bucharest Roadmap on Regional Cyber Resilience. EU CyberNet explains how its expert network and its capacity building experience can be leveraged to provide targeted cyber assistance to EU partner countries as well as discusses lessons from its experiences and engagements for future cooperation mechanisms.

At a time when cyber threats are escalating across the EU’s Eastern flank and its neighbourhood, this Forum provides a unique opportunity to advance regional cooperation on cyber resilience, accelerate European integration in the cybersecurity domain, and strengthen public-private partnerships for a safer digital region. A key focus of the Forum is the EU Technology Offer – the mechanism through which European companies and institutions can contribute to building cybersecurity capacity in partner countries through technology transfer, joint projects, and EU financing instruments.

The Forum is organised by the National Cybersecurity Coordination Centre of Romania (NCC-RO), in partnership with the Ministry of Foreign Affairs (MFA), the Agency for International Development Cooperation (RoAid), and the Authority for the Digitalization of Romania (ADR), under the aegis of the Digital for Development (D4D) Hub – the European Union’s strategic platform for strengthening digital cooperation and stimulating digital investment in partner countries, including the Western Balkans and the Eastern Partnership.
