Panel: Leveraging CCB to strengthen a common approach to UN cyber processes

The Third Annual Progress Report of the OEWG agreed that future ICT security discussions at the UN will address the framework on responsible state behaviour in cyberspace in an “integrated, policy-orientated and cross-cutting” manner. The details of how this will be operationalised in the future are still to be agreed among the member states at the OEWG. This panel discussion provides an opportunity for participants to think critically about how the facilitation of cybersecurity capacity building within the future mechanism should complement, promote and support the work of other existing fora engaged in cybersecurity capacity building inside and outside of the UN, including the World Bank Digital Trust Fund, the ITU programmes and regional organisation’s activities, and develop modalities for regular information exchanges on cybersecurity capacity-building with these organizations. As importantly, how the UN can fulfill a coordinating function by enabling States to make optimal use of existing resources and potential future resources.

Panel: Building Cyber Resilience in the Western Balkans: Public-Private Partnerships for EU Integration

The panel will emphasise the importance of strengthening cybersecurity capacities in the Western Balkans as a key element of the broader EU enlargement policy. It will explore the roles of the private sector and civil society organisations in cybersecurity and highlight the critical cooperation between public and private sectors in addressing challenges and mitigating cyber threats.

Panel: Critical infrastructure protection, secure and resilient connectivity, and Global Gateway

This panel will explore how cybersecurity can secure critical infrastructures and ensure resilient connectivity, contributing to the Global Gateway’s mission of sustainable and trusted global connections. The discussion will cover the importance of cybersecurity in the context of the Global Gateway, how the cyber resilience of critical infrastructure is linked to trusted and resilient connectivity. It will also highlight the essential role of the private sector and other stakeholders in enhancing cybersecurity, the importance of collaborative efforts in securing critical infrastructures, and how multi-stakeholder cooperation can drive technical and economic advancements. Additionally, the session will address the significance of cybersecurity in international aid and cooperation, and the importance of fostering international partnerships to enhance cyber resilience, especially in the current context of strategic competition.
